U.S. and New Jersey Announce Clean Air Settlement with PSEG Fossil LLC

The Justice Department, the Environmental Protection Agency and the State of New Jersey announced a Clean Air Act settlement forcing PSEG Fossil LLC (Newark, N.J.; www.pseg.com) to spend over $337 million to install pollution controls in its Mercer and Hudson coal-fired power plants in Jersey City and Hamilton, N.J.
The combined effect of the pollution controls will reduce emissions of sulfur dioxide (SO2) by 36,000 tons and nitrogen oxides (NOx) by 18,000 tons. These decreases represent 19% of all the SO2 and 5% of all the NOx emitted from all sources in the state, including cars and trucks.
At the Hudson and Mercer stations PSEG Fossil will install flue gas desulfurization devices (scrubbers) for SO2 and selective catalytic reduction systems (SCR) to control NOx. The company will also upgrade the effectiveness of its existing control devices for particulate matter (PM) to eliminate over 1,000 tons per year of that pollutant. Installation of PM controls begins in 2002, SCRs in 2004, and installation of scrubbers in 2006. All work will be complete by 2012.
PSEG Fossil will also pay a civil penalty of $1.4 million and spend at least $6 million on three additional projects that will partially offset the impact of past emissions. It will take steps to reduce its emissions of CO2 by 15 percent, help New Jersey recover and use methane gas from landfills; and develop technology to reduce mercury emissions from its plants.
